Northborough Permit Planning
Northborough's Historic District Commission Review Requirement
Northborough's Historic District Commission consists of seven voting members appointed by the Board of Selectmen and holds authority over exterior changes proposed for properties within the town's designated historic district. Any exterior alteration, whether siding replacement, exterior door work, trim, or a deck addition visible from the street, requires HDC review and a Certificate of Appropriateness before a building permit can be issued. Interior work, kitchen remodels, bath updates, flooring, and interior painting runs under the standard building-permit process, but the exterior envelope of a property inside the district carries an additional approval step. Scoping exterior work without accounting for HDC timing is how project schedules slip. We confirm whether your address falls inside a district during the estimate walkthrough so nothing is scheduled out of order.
Most of Northborough's Housing Stock Is 40 or More Years Old
With a median construction year of 1968, original kitchens, bathrooms, plaster walls, aging wiring, and galvanized supply lines are the norm rather than the exception on almost every project we take on in Northborough. Exterior assemblies, siding, trim, and decking are well past their first replacement cycle, and the freeze-thaw climate compounds the wear. A crew that has not worked in that era of construction will underestimate the existing conditions. We account for them during every walkthrough before a written estimate is issued.

We manage the permit process on your behalf through Northborough's building department. If your project involves exterior work on a property within Northborough's designated historic district, we identify that during the estimate walkthrough so the full HDC approval sequence, including the 21-working-day review window, is clear before any work is scheduled. Northborough requires a permit for virtually all non-cosmetic residential work, and we coordinate the filing and sequence so nothing moves ahead of required approvals.
